A FORTIFIED Roof is a roof built to a voluntary, science-based construction standard developed by the Insurance Institute for Business & Home Safety (IBHS). It goes beyond typical building-code requirements in several important areas to help a roof stay attached during high winds and reduce water intrusion if the shingles or other roof covering are damaged during a storm.
As a FORTIFIED-certified contractor, I’ve spent time learning the standard in detail and understanding why each of these upgrades matters. After nearly ten years in roofing, I’ve also seen how quickly Arkansas storms can expose weak points in a roofing system. That combination is one of the reasons I’ve become such a strong believer in FORTIFIED construction.
And the research behind the program is pretty eye-opening.
IBHS estimates that in most years, roof-related damage is responsible for 70–90% of insured residential catastrophic losses, depending on the types of weather events that occur.
That helps explain why FORTIFIED puts so much emphasis on the roof. If we can keep the roof attached and greatly reduce the amount of water that gets inside when damage does occur, we have a much better chance of preventing a roofing problem from turning into major damage throughout the home.
Between thunderstorms, high winds, hail, and wind-driven rain, roofs in Hot Springs, Hot Springs Village, Benton, Malvern, and the surrounding areas have to handle a lot.
If you’ve been researching a roof replacement, you may have heard the term FORTIFIED Roof. Let’s look at what that actually means, what makes the system different, and why I think it’s worth considering for homes here in Central Arkansas.
What Is the FORTIFIED Roof Standard?
FORTIFIED Home is a voluntary construction and re-roofing program created by the Insurance Institute for Business & Home Safety.
The program is based on more than two decades of IBHS scientific research, full-scale laboratory testing, and observations of how homes actually perform during severe weather.
Building codes establish baseline requirements for construction. FORTIFIED strengthens certain areas that research has shown to be especially vulnerable during severe weather.
IBHS summarizes the basic idea well:
Nail it down. Seal it up. Lock it in.
In simple terms, a FORTIFIED Roof is designed to:
- Strengthen the connection between the roof deck and the structure.
- Seal the roof deck to help keep rain out if the primary roof covering is damaged.
- Strengthen vulnerable roof edges where high winds can begin peeling a roofing system apart.
Those are the heart of the FORTIFIED system, but the standard also includes requirements for shingles, starter strips, flashing, roof vents, fasteners, underlayment, and third-party verification.
1. A Stronger Roof Deck Attachment
This is probably one of the FORTIFIED details homeowners hear about most often.
On a typical re-roof, the plywood or OSB roof decking is already attached to the rafters or trusses underneath. Before we cover that deck with a new FORTIFIED roofing system, however, the deck attachment has to meet the FORTIFIED standard.
Under the current FORTIFIED re-roofing requirements, the roof deck is fastened with qualifying 8d ring-shank nails at 4 inches on center.
These are not the nails that hold the shingles down.
They are used to strengthen the connection between the roof deck and the framing of the house underneath it.
Ring-shank nails have ridges along the shaft that provide much greater withdrawal resistance than comparable smooth-shank nails.
And this isn’t just a theoretical improvement.
IBHS testing has shown that switching from common smooth-shank nails to 8d ring-shank nails with the tighter FORTIFIED fastening pattern can nearly double the strength of the roof deck attachment against wind uplift.
That is a substantial difference from something as simple as changing the nail and fastening pattern.
Why does that matter?
Because high winds don’t only threaten shingles. In severe conditions, wind can create enough uplift to pull roof decking away from the structure.
FORTIFIED is designed to strengthen that connection before the new roof ever goes on.
2. A Sealed Roof Deck
The sealed roof deck is one of the FORTIFIED upgrades I appreciate most.
Underneath your shingles is the roof deck, usually made from plywood or OSB panels. Those panels have seams between them.
If a conventional roof loses shingles and underlayment during a severe storm, wind-driven rain can reach those joints and enter the attic.
And the amount of water that can get inside may surprise you.
In full-scale testing, IBHS found that for every inch of rain that hits an exposed roof deck, the equivalent of roughly nine bathtubs of water can potentially enter through an unsealed deck.
That gives some perspective to why sealing those relatively small plywood seams matters so much.
FORTIFIED adds a sealed roof deck to provide an additional layer of protection underneath the primary roofing materials.
There are several approved methods for accomplishing this.
One common method is to install qualifying self-adhered flashing tape over the roof-deck seams and then install an approved underlayment over the deck.
Other approved methods can include a qualifying two-layer underlayment system or an approved self-adhered membrane over the entire deck.
So a sealed roof deck is more than simply “putting tape over the plywood.”
The goal is to create a secondary water-shedding layer that can greatly reduce water intrusion if the shingles or other primary roof covering are damaged during a severe storm.
How Much Difference Can a Sealed Roof Deck Actually Make?
This is where some of the IBHS research really stands out to me.
In controlled wind-driven-rain testing, IBHS found that a sealed roof deck could reduce water entering the home by as much as 95% compared with a bare, unsealed roof deck.
In one of their earlier full-scale demonstrations, IBHS tested two sides of a duplex—one with a sealed roof deck and one without.
The unsealed side experienced extensive water intrusion, wet drywall and insulation, damaged contents, and even ceiling failure. The side with the sealed roof deck required comparatively minor cleanup.
Insurance adjusters who evaluated the demonstration estimated that the damaged, unsealed side would have cost approximately three times as much to repair.
That is one of the statistics that really helped sell me on the value of the sealed roof deck.
If a storm damages a few shingles, you want the problem to stay on the roof if possible.
Once water gets into the attic, you may also be dealing with:
- Wet insulation
- Damaged ceilings and drywall
- Flooring damage
- Damaged furniture and belongings
- Electrical concerns
- Mold and other moisture-related problems
And IBHS research following the 2020 Midwest derecho found that homes suffering water intrusion were four to seven times more likely to be considered a total loss than homes without water intrusion.
A sealed roof deck gives the home another line of defense against that chain reaction.
3. Stronger Roof Edges
Roof edges are particularly vulnerable during high winds.
As wind moves across a building, it creates uplift forces around the perimeter of the roof. Once wind gets underneath a poorly secured edge, it can begin peeling roofing materials back and create progressively more damage.
FORTIFIED pays close attention to these areas.
Under the current standard, drip edge is installed at both the eaves and rakes using enhanced fastening requirements. The FORTIFIED re-roofing standard calls for drip edge to be mechanically fastened at 4 inches on center in a staggered pattern, along with specific requirements for the metal itself, overlaps, and allowable fasteners.
For asphalt-shingle roofs, starter shingles at the eaves and rakes also have to be properly adhered according to the FORTIFIED requirements.
The idea is simple:
Strengthen the places where wind is most likely to get underneath the roofing system and begin causing damage.
FORTIFIED Is More Than Nails, Tape, and Drip Edge
Those three areas are a good way to understand the basic FORTIFIED concept, but an official FORTIFIED Roof involves more than that.
For an asphalt-shingle re-roof, the standard also includes requirements for things such as:
- Proper flashing at roof penetrations, walls, valleys, gables, and eaves
- Qualifying high-wind-rated asphalt shingles
- Six-nail shingle installation according to applicable high-wind installation requirements
- Adhered starter strips at the eaves and rakes
- Qualifying ridge and off-ridge roof vents
- Specific underlayment materials and fastening patterns
- Proper roof-deck attachment
- A sealed roof deck
- Detailed installation documentation
- Independent third-party verification
That is why simply adding ring-shank nails or taping the deck seams does not automatically make a roof FORTIFIED.
The applicable standard has to be followed throughout the roofing system, documented, and verified.
Does FORTIFIED Actually Work in Real Storms?
Laboratory testing is important, but one of the questions I would have as a homeowner is:
What happens when these homes are actually hit by a major storm?
We now have some pretty compelling real-world data.
After Hurricane Sally struck coastal Alabama in 2020 as a Category 2 hurricane, the University of Alabama’s Center for Risk and Insurance Research analyzed insurance data from more than 40,000 homes in the affected area.
That included more than 7,400 FORTIFIED homes.
Researchers found that, across the FORTIFIED levels included in the study:
- Insurance claim frequency was 55–74% lower
- Claim severity was 15–40% lower
- Loss ratios were 51–72% lower
Researchers also estimated that if all homes in the study area had been built or retrofitted to the FORTIFIED Roof standard, insurers would have avoided approximately $105.6 million in losses from that single storm.
Now, I want to put those numbers in the proper context.
That was a study of coastal Alabama homes during a hurricane. It does not mean a FORTIFIED Roof in Hot Springs is guaranteed to reduce your storm damage by those exact percentages.
But it does give us something very valuable: real-world evidence that the construction principles developed in the IBHS laboratory are making a measurable difference when actual severe weather occurs.
For me, that is much more meaningful than simply saying FORTIFIED “should” perform better.
Does a FORTIFIED Roof Protect Against Hail?
FORTIFIED Roof is primarily designed to improve a roof’s performance against severe wind and wind-driven rain, but FORTIFIED also offers an optional hail supplement.
Under the current standard, asphalt shingles used for the FORTIFIED Hail Supplement have to meet specific IBHS impact-performance requirements.
This is important here in Arkansas because hail is another legitimate threat to our roofs.
How Is a FORTIFIED Roof Verified?
This is one of the things I like most about the FORTIFIED program.
If a homeowner wants an official FORTIFIED designation, a certified FORTIFIED Evaluator is involved in the project as an independent third party.
Throughout the installation, site-specific documentation is collected to show that the required materials and installation details meet the FORTIFIED standard.
Depending on the project, that documentation can include:
- Photos of product packaging and labels
- Photos of the existing roof deck
- Photos of the roof-deck fastening
- Measurements showing nail spacing
- Photos of the sealed roof deck
- Photos of the drip-edge installation
- Shingle and roofing-product information
- Required compliance forms
- Other documentation for specific roof details
The evaluator compiles and submits the required documentation to IBHS. IBHS then reviews the information before issuing the official FORTIFIED designation.
So the designation isn’t simply something I, as the roofing contractor, hand you at the end of the job.
There is another set of eyes involved.
As a contractor, I actually like that accountability.
If I’m telling a homeowner that we are building their roof to a higher standard, I think there is real value in having an independent evaluator document the critical details and IBHS verify that the requirements were met.
FORTIFIED Has Grown Well Beyond the Testing Lab
FORTIFIED isn’t a small experimental program anymore.
In May 2026, IBHS announced that the program had surpassed 100,000 FORTIFIED designations nationwide. More than half of those designations had been earned in just the previous three years.
I think that growth is worth mentioning because homeowners, insurers, contractors, and state programs are increasingly recognizing the value of building homes to withstand severe weather before the storm happens rather than simply repairing the damage afterward.
Can a FORTIFIED Roof Lower Your Homeowners Insurance in Arkansas?
Potentially, yes.
I would never promise a homeowner a specific insurance discount. Instead, I recommend calling your insurance agent before the project and asking:
“What discount would my policy receive if my home obtains an official IBHS FORTIFIED Roof designation?”
Get the answer for your specific home and policy.
If you can strengthen your roof and lower part of your insurance cost at the same time, that can make the upgrade even more worthwhile.
The Bottom Line
A FORTIFIED Roof is not just a different type of shingle.
It is a complete roofing construction standard backed by decades of research, full-scale testing, and increasingly, real-world storm data.
- It strengthens how the roof deck is attached.
- It adds a sealed roof deck beneath the primary roofing materials.
- It strengthens the roof perimeter.
- It includes additional requirements for shingles, flashing, underlayment, vents, and other roofing components.
And the finished installation is independently documented and verified.
As a FORTIFIED-certified contractor, one of the things I appreciate most about the program is that the upgrades are specific and measurable. We are not simply calling something a “premium roof” because we used better shingles. There is actual building science and testing behind the standard.
When IBHS tells us that a sealed roof deck can reduce water intrusion by as much as 95%, or when we can look at tens of thousands of homes after an actual major storm and see significantly fewer and less severe insurance claims, that gives me a lot more confidence in recommending the system.
For homeowners in Central Arkansas who want to invest in a stronger roofing system and better prepare their home for severe weather, I think FORTIFIED is absolutely worth considering.
